Next White
Next White is a nineteen-storey apartment building at 27 David Mamuladze Street, Batumi, sold by Next White LLC as a "multifunctional residential complex" and run by Next Hospitality LLC. Both belong to the Next Group. It is the building this dossier is about.
What the registry says
The building stands on a non-agricultural plot of 1,705 m², cadastral code 05.32.12.050, held in co-ownership by the apartment owners (title 16-11, title 16-12). Each title lists the building as "Building N1 (under construction)" and registers no hypothec, lien, seizure or debt against the apartment. Next's lawyer has confirmed that nothing else is registered either.
The lower floor holds commercial units; the elevators' code keypads still work for those. The residential floors above are apartments in individual ownership, among them mine, 16-11 and 16-12, which I renovated as one home.
What the law says
Under the Law on Homeowners' Associations, a building with more than two individually owned apartments has an owners' association by statute (Article 11), and the elevators, corridors, lobbies, stairwells, technical floors, roof and utility networks are the owners' common property (Article 5). I have never received notice of a meeting, seen a charter or minutes, or been told who the chairperson is. What I know about the association, and what follows from it, is on its own page.
What Next says
The only regulation anyone at Next has ever named for the building is its "apart-hotel status": the status of a tourist enterprise under the Tax Code, which exempts the developer's sales from VAT in exchange for contracts putting the apartments into hotel use. That status binds the developer. Which of the two companies holds it, and which declares the hotel's turnover, I do not know.
As of July 2026 the building had not been commissioned. Next's lawyer wrote that commissioning depends on a commission convened by Batumi City Hall, and that fees are charged regardless, from the "factual commencement" of services.
Fees and chips
- August 1, 2025. Next starts charging a common-area service fee of US$1 per square meter a month, VAT included, payable to Next Hospitality's accounts. The notice was a post in the owners' chat. The service conditions that would create the obligation bear this date; they reached me on January 28, 2026, falsified.
- September 30, 2025. In the owners' chat, Next announces a chip-access system for the elevators, avoidable if owners settle their alleged debts.
- July 1, 2026. The system is switched on. Residential floor selection now requires a chip issued by the reception against settlement of the alleged debt and a signature on a general waiver of claims. The Summary tells what followed; the owners tell it in their own words.
What the owners get
The services the fee buys, by Next's list: lighting of the common areas, an administrator, cleaning, water pumps and sewage, CCTV, a security alarm, and "exploitation of elevators with card or other system". Owners report a reception that refuses parcels, cockroaches, no cleaning schedule, a car damaged in the parking lot under the security service's watch, no gym, and a power cut announced after it began.
Owners also report that the same chip system was used at Next Orange, another building of the group, before it came to Next White.
